A new bill moving through the Texas legislature could bring savings for homeowners. Senate Bill 4, introduced by Sen. Paul Bettencourt, aims to increase the homestead exemption from $100,000 to $140,000, which would save the average homeowner about $500 a year.
On February 13, 2025, the Texas Senate unanimously passed SB 4 and Senate Joint Resolution 2 (SJR 2). The next step is approval from the Texas House, and if passed, voters will decide on the amendment in November 2025. The bill includes protections to ensure school districts don’t lose funding due to the tax break.
Bettencourt emphasized that this tax relief is especially important for senior homeowners, many of whom have limited income. He credited Charles Scoma of the Silver-Haired Legislature for his advocacy, noting that many seniors struggle financially and would benefit from the savings.
This proposal works alongside Senate Bill 1, which helps lower school district tax rates and could bring an extra $133 in savings for the average homeowner. If approved, this could provide much-needed relief for property owners across Texas.
